SNC Determination

Significant Non-Compliance (SNC) is an EPA-defined threshold for serious pretreatment violations. SmartComply automatically evaluates SNC criteria.

SNC Criteria

The system evaluates these conditions for each IU at the end of each reporting period:

  • Chronic Violations — 66% or more of measurements exceed the same daily max limit in a 6-month period.
  • Technical Review Criteria (TRC) — 33% or more of measurements exceed the TRC value (usually 1.4× the daily max) in a 6-month period.
  • Pass-Through/Interference — Any discharge causing pass-through or interference at the POTW.
  • Monitoring Violation — Failure to submit required monitoring data.
  • Enforcement Response — Any violation requiring an enforcement response per the POTW's ERP.

SNC Report

Navigate to Pretreatment → SNC Report to view a summary of all IUs evaluated for SNC. The report shows each IU's status, triggering criteria, and the specific violations that contributed.

Periodic Reports

The SNC evaluation feeds directly into EPA periodic reports. See the Reporting section for details on generating semi-annual and annual reports.
