IDDE Investigations

When a potential illicit discharge is identified — through screening, complaint, or observation — SmartComply manages the entire investigation workflow.

Opening an Investigation

1. Navigate to MS4 → IDDE.
2. Click + New Investigation.
3. Enter:
   • Source — Dry-weather screening, citizen complaint, staff observation, etc.
   • Location — Outfall ID, address, or map pin
   • Initial Observations — Description, color, odor, flow characteristics
   • Photos
   • Field Test Results — pH, chlorine, conductivity, temperature, etc.
4. Click Open Investigation.

Investigation Workflow

Investigations move through defined stages:

1. Open — Initial report filed
2. Field Testing — Additional sampling and upstream tracing
3. Source Identified — Illicit discharge source located
4. Enforcement — Corrective action required
5. Resolved — Discharge eliminated and confirmed
6. Closed — Investigation complete

Connecting to Annual Reports

IDDE investigation data feeds directly into your MCM-3 annual report section. The system counts investigations opened, resolved, and pending for the reporting period.
